The Developer Services permit process is designed to meet the special needs required for moderate to complex construction projects. The process is designed to be predictable and flexible. A DOB Project Administrator (PA) is assigned as a single point of contact to manage the entire permit review process. The plan reviews are performed by a third party plan review firm. This review is an additional cost to building permit fees, which is assessed based upon bids provided by our third party review firms. Applicants are required to provide 75% percent bid drawings to determine the Developer Services Fee. Once all bids are received, the lowest bidder is selected to perform the plan review.
New Construction Projects meeting the following criteria are required to use the Developer Services Program:
DOB plan examiners will only perform plan reviews for Developer Services projects with the approval of the Commissioner. Drawings must be prepared, signed and electronically sealed by an Illinois licensed architect or Structural Engineer. Refer to the Developer Services Flow Chart for detailed instructions.
