Step 1- Developer Services Pre-Submittal Process

The pre-submittal process phase is optional, but is strongly recommended to streamline your entire permit process. Early in your design process, we suggest initiating contact with DOB. A Project Administrator is assigned and a Consultant Reviewer is selected. These individuals work with you to review:

  • Initial utility search.
  • Deep utility search for soil borings. DOB collaborates with the Chicago Department of Transportation (CDOT) to search for deep utilities while you drill within your property. This check includes only water reclamation tunnels, sewer tunnels, CTA tunnels, water mains and freight tunnels, and is completed in 15 days. An ALTA survey is required for this check.
  • If deep foundations are planned, a review process the consultant reviewer's consultant engineer can be initiated prior to the submission for a permit review.
  • Code interpretation reviews resulting in code interpretation agreements, which are placed on file for subsequent review.

Additionally, review meetings to familiarize the Project Administrator and Consultant Reviewer with your project can be held as needed.

Once you are ready to begin the process, go to the city’s website to obtain a Developer Services’ checklist and application online. Complete the application, schedule an appointment to meet with a Project Administrator to initiate the review process, and then submit your application.
