SUBJECT: Wireless Voice Communication System Per Code Section                  34(13-196-204)

As you are aware, Code Section 34(13-196-204) requires a one way and two way voice communication system to be installed in high-rise buildings by January 1, 2012.  Based on our conversations with homeowners and condominium associations, many high-rise residents mistakenly believe that a wireless voice communication system can be installed to meet the requirements of this code section.  We are not opposed to the installation of a wireless system, but unfortunately, no such systems exist and no manufacturers are currently developing a wireless communication for these purposes.

According to the manufacturers and their engineers, a wireless system is not practical for high-rise buildings for the following reasons:

1.  The construction of high-rise buildings makes wireless communication ineffective.  Radio signals from a local system are
not powerful enough to penetrate all of the building materials, preventing signals from traveling throughout the building.


2.  If a wireless communication system existed, each independent speaker would require a large battery, which then would require a monitoring system for the battery's power level.  Plus, the battery would need a means to recharge.  These
additional factors raise the initial investment.  


3.  The initial cost and subsequent maintenance of a wireless doesn't compare tothe costs of a traditional wired system. The cost of a wireless system becomes an obstacle for purchasers and subsequently limits the market.  With a limited market, no manufacturer is attempting to develop a wireless system.
