Report an Illegal Dumping

Call 311 if you see anyone illegally dumping materials or have an environmental complaint to report.

The Chicago Department of Public Health’s inspectors respond to a variety of citizen complaints for environmental violations, such as odors, noise, air emissions, toxic or hazardous materials, junkyards and illegal dumping.

If you see someone dumping what may be hazardous waste, call 911.

Before you call, be prepared to tell us:

  1. What happened. Describe the offense in as much detail as you can. If dumping was involved, describe the vehicles or the people involved. Obtain a license plate number, if you can.
  2. Where It happened. Knowing where the violation occurred is important. If you don't know the exact address, note the intersection.
  3. When it happened. Timely reporting is critical. Please call us as soon as possible after you observe a violation.

Please don't touch anything. You’ve done your part just by calling. The materials or emissions you're reporting could be toxic or harmful. Let our professional inspectors handle the matter.


About Illegal Dumping

Illegal dumping, or "fly dumping," is the dumping of any waste material on public or private property without a permit from CDPH. Illegal dumping endangers public health by creating a breeding ground for mosquitoes that may carry the West Nile Virus, attracts rats, poses hazards to children playing nearby and decreases property values.

Trash that is commonly dumped includes:

  • tires
  • old furniture
  • household garbage
  • construction debris
  • appliances
  • yard waste
  • hazardous waste (generally dumped in drums or barrels)

But it can be anything!
