Grocery-Anchored Retail Loan Program

The Grocery-Anchored Retail Loan Program uses a portion of the Chicago Development Fund's resources to provide enhanced financing for grocery-anchored retail developments within identified "food desert" areas of the City of Chicago.

The advantages of these loans include:

Interest rates which are 2 to 2.5 percentage points below market
Loan-to-value ratios as high as 95 percent of development costs
The potential for partial debt forgiveness

Qualifications and Restrictions
To be considered for a Grocery-Anchored Retail Loan, you must:

Be an established developer of shopping centers or mixed-use projects
Propose to develop a retail or mixed-use project containing a full-service grocery store and located within an identified food desert area (see map below)
