Severe Alert Chief Adminstrator Chicago's Independent Police Review Authority: Job Announcement

The City of Chicago is seeking highly qualified candidates for the position of Chief Administrator for the Independent Police Review Authority (IPRA). The "Chief Administrator" title is equivalent to an executive director or department head.   Replacing the former Office of Professional Standards in the Chicago Police Department in 2007, IPRA is an independent agency of the City of Chicago, separate from the Chicago Police Department.  IPRA performs the intake function for allegations of misconduct made against members of the Chicago Police and conducts investigations into allegations of the use of excessive force, police shootings where an officer discharges his/her weapon and strikes someone, deaths in custody, domestic violence, verbal abuse including bias, and coercion. IPRA is charged with the mission of maintaining the highest level of integrity while conducting objective, thorough investigations, striving to reach a sound and just conclusion.  The Chief Administrator must set department objectives, implement innovative complaint processing strategies with a focus on prevention, and maintain public confidence. 

The ideal candidate will be a highly capable manager with strong interpersonal and communication skills.  The successful candidate will have  a proven  track record of directing investigations of complaints; overseeing their completeness and accuracy; determining facts and, if appropriate, recommending discipline or training as necessary; and making revisions in policy and procedures to improve accountability.  Management experience should include the development and implementation of accountability and performance standards.  The successful candidate will be of high moral character and integrity; be an impartial, independent thinker who maintains strength in their convictions in controversial situations; and have a history of collaborative problem solving and exploring new approaches to problems.
 
The new Chief Administrator of IPRA will be expected to make policy recommendations to improve the ability to identify at-risk officers, streamline the complaint flow and disposition process, improve the efficiency of IPRA investigations and maintain public confidence in IPRA’s investigations and decisions.  

Qualifications

A Bachelor’s degree and four years of progressively responsible supervisory experience conducting investigations of criminal or fraudulent activity is required.  In addition, comprehensive knowledge of labor relations, investigative practices, procedures, reporting standards, and police behavior which constitutes abuse or misconduct is required.  An equivalent combination of education, training, and experience, which provides the necessary knowledge, skills, and abilities, can be considered.  A law degree is preferred.

Salary
Salary range is $140,000 to $160,000 per year depending on qualifications and includes an excellent benefits package.
