The O'Hare Land Acquisition Program
The O'Hare Land Acquisition Program plans to acquire 433 acres of land in four communities for O'Hare International Airport. Those communities are Chicago, Des Plaines, Elk Grove Village and Bensenville.
The City of Chicago opened the O'Hare Land Acquisition Program office in July 2002. Acquisition experts and relocation agents are available to assist property owners and renters. You can contact the O'Hare Land Acquisition Program by calling 773-686-4600.
Land Acquisition Process
The Federal Aviation Administration produces a publication titled, "Land Acquisition for Public Airports" that outlines the acquisition and relocation process.
The O'Hare Land Acquisition Program follows the guidelines outlined in the federal Uniform Relocation Assistance and Real Property Acquisition Act, guaranteeing property owners and renters certain rights.
While it is the City's goal to acquire property through voluntary negotiations with property owners, under Illinois state statue, the City can also use the right of eminent domain.
The Illinois General Assembly passed, and Governor Rod Blagojevich signed the O'Hare Modernization Act, granting the City of Chicago quick-take authority. The quick-take process has been used on over 150 airport and municipal projects in Illinois. It expedites the acquisition process and the value of the property is determined by a judge or jury.
However property is acquired, owners will receive fair market value based on an independent appraisal; compensation for packing, moving and unpacking expenses, and utility hookups.
In addition, homeowners may be eligible for monetary relocation benefits. Renters will also receive compensation for moving expenses and may be eligible for monetary assistance that could be used to purchase a home.
