Enter into Water Bill Payment Plans

The Department of Finance has several payment plan options to fit your needs.  Residents may apply for a Water Bill Payment Plan at any Department of Finance Payment Processing Center offering in-person customer service or through the Water Billing and Collections Customer Service at 312.744.4426.

General Payment Plan
To participate:

  • Make a deposit of 35% of the total charges for water and sewer (including past due and current charges).
  • Payments can be made over the period of 1 year.
  • Some plans may be eligible for an expanded duration of up to three years should monthly payments be over $100 when calculated for a twelve month term.
  • You must remain current with future water bills and make payments on time.  Failure to do so will result in a default of this payment agreement.  Your water service may be terminated or your account may be referred to a collection agency if you default.

Water Shut-Off Payment Plan
To participate in a payment plan after your water service has been terminated for non-payment:

  • Make a down payment of 50% of the total charges for water and sewer (including past due and current charges).
  • Payments can be made over the period of 1 year.
  • You must remain current with future water bills and make payments on time.  Failure to do so will result in a default of this payment agreement.  Your water service may be terminated or your account may be referred to a collection agency if you default.

Hardship Payment Plan
To participate in the Hardship Plan you must:

  • Make a down payment of 25% of the total charges for water and sewer (including past due and current charges).
  • Some plans may be eligible for an expanded duration of up to three years should monthly payments be over $100 when calculated for a twelve month term.
  • You must remain current with future water bills and make payments on time.  Failure to do so will result in a default of this payment agreement.  Your water service may be terminated or your account may be referred to a collection agency if you default.
  • Show certification of any of the following programs or classifications:
  1. Government Issued Unemployment Compensation; or
  2. Low income home energy assistance program (LIHEAP); or
  3. Federal Public Housing/ Section 8; or
  4. Food Stamps; or 
  5. Students (high school, college, trade or vocational) including students who have graduated within the last 180 days; or
  6. Seniors (65 and older); or
  7. Medicaid or Supplemental Security Income (SSI); or
  8. On active military duty, including reservists and national guard, or been discharged from the military in the last 180 days; or
  9. Homeowners in foreclosure; or
  10. Participants in the Temporary Assistance for Needy Families (TANF) program administered by the U.S. Department of Health and Human Services. Program information available on-line www.hhs.gov; or
  11. Participants in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) administered by the U.S. Department of Agriculture. Program information available on-line at www.usda.gov; or
  12. Persons who have claimed the Earned Income Tax Credit (EIC) on their state or federal income tax returns in the current year. Program information available on-line at www.irs.gov; or
  13. Persons receiving worker’s compensation income benefits. Program information available on-line at www.iwcc.il.gov.
