In addition to purchases made via contracts executed by the Chief Procurement Officer or other departments pursuant to ordinance, the City of Chicago also provides payment for goods or services pursuant to agreements or other obligations. These payments include utility bills, subscriptions, intergovernmental agreements, legal expenses and settlements, debt service, employee reimbursement, and postage.
