Independent Police Review Authority

Mission

It is the mission of the Independent Police Review Authority to conduct fair, thorough and timely investigations into allegations of excessive force, domestic violence, bias-based verbal abuse, and coercion made against Chicago Police Department members.  Ultimately, IPRA’s job is to ensure that CPD members who have committed proven misconduct are disciplined and those who have been wrongly accused are cleared – through investigations that the people of Chicago can trust.

  • Fair means that the investigations are performed without bias and mindful of the rights of everyone impacted by the investigation. 
  • Thorough means every effort is made to gather all evidence, talk to all available witnesses and document all pertinent facts. 
  • Timely means investigations are completed so that the complainant and the accused CPD member can get an answer – and if there has been misconduct, corrective measures like discipline can be imposed in time to impact behavior.

 

The final element of IPRA’s work is increasing transparency in the disciplinary process.  Our goal through these investigations is to build trust in IPRA ad the disciplinary process.  That can only be accomplished through providing greater information about what we do and how we do it.
