The Office of Budget and Management (OBM) evaluates the efficiency of all City operations, and drives management reforms that enhance the City’s financial condition and increase taxpayer value.
OBM produces the annual Budget Overview document, which describes each department, commission or office that is covered by the City Budget.
It details the purpose of each department, key facts about the size and scope of its operations and services. The document also contains information about how the unit is performing its main functions, as well as discussion about recent accomplishments, strategic issues and objectives.
Performance Management Program
To help manage government more efficiently and effectively, the City's Performance Management Initiative sets standards for every employee and holds managers strictly accountable for the performance of their departments.
With the Mayor's Office, OBM leads the City's performance management efforts - a formalized accountability process whereby departments report regularly on the quantity, efficiency and quality of City services. OBM helps City departments analyze what is working and what may require improvement, and determines how to best develop and implement those improvements.
The Budget Director, the Mayor's Chief of Staff and other City executives meet frequently to review departments' progress and make any needed resource adjustments or policy decision so that City departments can provide the best service to Chicagoans.
