Chicago City Council Eliminates "Grandfathered Clause"

All Multi-Unit Buildings with Five or More Units Now Required to Retain a Private Scavenger Service 

On July 29, 2015, the Chicago City Council passed an amendment repealing the "grandfathered clause" under Municipal Code of Chicago section 7-28-240.  The amendment requires all multi-unit residential buildings with five or more units to retain a private scavenger for refuse and recycling services no later than Thursday, October 28, 2015. 

Property owners complete the Multi-Unit Residential Refuse and Recycling Collection form found on this page.  To assist property owners in the transition, we have attached a list of private refuse and recycling collection services that are licensed to provide a service in Chicago.  

Once property owners have submitted the Multi-Unit Residential Refuse and Recycling Collection form, the Department of Streets and Sanitation will coordinate the collection of the carts.  This will be a rolling process that will begin as soon as a building reports their dumpster service has begun.
