Community Development Block Grant Disaster Recovery (CDBG-DR)

The storms on April 17th and 18th in 2013 brought extensive damage to certain areas of the City which are highly vulnerable to flooding. As a result of the April storms, the U.S. Department of Housing and Urban Development (HUD) has allocated Community Development Block Grant-Disaster Recovery (CDBG-DR) funds to the City of Chicago to help in recovery efforts of community areas that were most impacted by the storms.

HUD has awarded the City of Chicago three separate allocations to aid in recovery and mitigation efforts related to the April 2013 storms. Below is the current allocation of the City's CDBG-DR funding:

Action Plan

Projects funded with CDBG-DR funds must be approved by HUD through an Action Plan. The City's initial action plan was approved by HUD in August 2014. Since that time the City has received additional funding allocations, and has submitted substantial amendments to HUD to allocate this funding to additional projects to address needs arising from the April 2013 floods. The most recent approved Substantial Amendment was approved in December 2017.

Project and expenditure projections

The City has prepared a projection of expenditures and outcomes of CDBG-DR-funded. projects. The attached projection includes all projects funded according to the first Substantial Amendment.

 

Reporting

The City of Chicago files quarterly reports on the progress of CDBG-DR projects with HUD. Approved quarterly reports can be found here: 

Approved Fifth Substantial Amendment

On October 18, 2017, the City published a draft of the Fifth Substantial Amendment for public comment. The substantial amendment does the following:

  • Updates the housing needs assessment based on new beneficiary data
  • Adjusts housing, administration, and infrastructure budgets based on updated needs assessment.

The Fifth Substantial Amendment was submitted to HUD for review on November 20, 2017 and HUD approved the amendment on December 20, 2017

Per HUD regulations, this draft Substantial Amendment was posted from October 18, 2017 to November 18, 2017 to allow for the public to comment on the proposed use of funds. In addition, a public hearing was held on October 30, 2017 at 1240 S Damen, Chicago, IL 60608. OBM will continue to solicit feedback from key stakeholders regarding the Substantial Amendment.
