Mayor Daley Fills 1st and 29th Ward Aldermanic Vacancies With Proco (Joe) Moreno III And State Rep. Deborah Graham

Mayor Richard M. Daley today appointed Proco (Joe) Moreno III to fill the vacancy in the Chicago City Council from the 1st Ward and Deborah L. Graham to fill the vacancy in the 29th Ward, pending approval by the Council.

Moreno, 37, is vice president of Buhl Press, Inc., a graphic arts and printing company. He has lived in the 1st Ward for 14 years.

“He has proven over the years that he can work effectively with the diverse communities of the 1st Ward,” Daley said in a City Hall news conference.
Moreno has served as a member of the Local School Council of the Jose Diego Academy, a member of the Board of the Humboldt Park Social Services agency and as a leader of the United Neighborhood Organization’s Metropolitan Leadership Institute.
“He also brings with him a great deal of valuable private sector experience. He is a well-rounded person and a committed public servant and I know he will do an excellent job in the Council,” Daley said.

Graham, 43, has served as Illinois State Representative for the 78th District since 2003 and is also coordinator of special projects for the City’s Department of Planning and Development, where she has worked since 2000.

“She knows what great economic challenges government is facing today and I know she will keep foremost in mind that it’s the job of city government to do more with less and at the same time help start our economy moving again and help create jobs for hard-working Chicagoans,” Daley said in a City Hall news conference.

As a legislator, she has passed measures to protect seniors from exploitation and she has been a strong supporter of common sense gun laws. As Chair of the House Renewable Energy Committee, she has led the effort to encourage the state to develop renewable energy sources.
“She brings great passion to whatever job she does and I am confident she will be an outstanding addition to the City Council,” Daley said.
