The Chicago Department of Housing (DOH) Partners with Neighborhood Housing Services and Elevate For Request for Qualifications (RFQ) for Contractors for the Home Repair Program

Neighborhood Housing Services (NHS) and Elevate are now accepting Requests for Qualifications (RFQ) statements from contractors for the Chicago Department of Housing’s (DOH) Home Repair Program (HRP). Formerly the Roof and Porch Program, HRP was expanded in 2021 to include remediation of environmental health hazards. General contractors are encouraged to submit qualifications for providing services to Chicago homeowners including roof repair or replacement, porch repair or replacement, and environmental hazard remediation, including lead, asbestos, and mold abatement.

NHS is accepting qualifications statements from contractors to provide services to Chicago properties located south of 51st Street. Selected contractors will be part of a pool that will receive work as the lowest and most responsible bidders. All contractors must meet NHS’ minimum contractor requirements and M/WBE certification is a plus. All contractors must complete a scope of work developed by NHS. All contractors must certify payroll using Illinois prevailing wages. RFQ submittals are due by February 14, 2022, at 2:00pm local time. Elevate is accepting qualification statements from contractors to provide service on Chicago properties north of 51st Street. The selected pool of contractors will be expected to complete approximately 200 jobs in 2022. Responses must be submitted to Elevate by 11:59 p.m. CT on Monday, February 14, 2022, to become a participating contractor in time for the March 1, 2022, start date. The Home Repair Program provides rehabilitation or repair services, excluding households requiring lead abatement, to qualified owner-occupied homeowners of single-family units attached or detached or two-to-four rental units within owner-occupied properties for service, including by not limited to:

  • Roof or porch repair/replacement (due to previous COVID-related shutdowns, DOH will not be holding a Roof and Porch lottery in 2022)
  • Remediation of environmental health hazards. Areas of concern to be addressed include mold, asbestos or lead remediation, flood control, air quality and other environmental issues that may be deemed an unhealthy living condition.
  • Accessibility improvements, rehabilitation or repairs for households with senior occupant(s) with disabilities.
