The Central City Recovery Roadmap was issued in June 2021 by the City of Chicago and the Chicago Central Area Committee (CCAC) to provide downtown recovery strategies in the aftermath of the COVID-19 pandemic that will revitalize and draw visitors back to the downtown area.

The report includes four themes to provide a framework for action by public and private stakeholders:

1. Communicate: Amplifying a safe, rapid recovery
2. Activate: Intensifying civic and public life
3. Return: Maximizing workers, residents, & visitors
4. Invest: Planning for capital project and services

The report's recommendations were developed by a dedicated task force of decisionmakers, downtown stakeholders and support staff from the Department of Planning and Development (DPD) first convened in November 2020.

Michigan Avenue

In response to the roadmap's recommendations, the Urban Land Institute (ULI) of Chicago, with support from DPD, The Magnificent Mile Association, and the Chicago Loop Alliance, is assembling two "Technical Assistance Panel" groups, or TAPs.

The first TAP, established in fall 2021, will create recommendations that update The Magnificent Mile’s distinct identity, and seek to enhance its draw as a premier destination for retail, entertainment, and tourism. The group's recommendations will apply to North Michigan Avenue between the Chicago River and West Oak Street.

The TAP has met with more than 60 Magnificent Mile stakeholders, and hosted a virtual community meeting to report out its initial recommendations.

LaSalle Street

A second TAP group met with more than 70 stakeholders to provide a series of recommendations that seek to update and reposition LaSalle Street's historic identity as Chicago's financial district. The panel's recommendations will focus on LaSalle Street between the Chicago River and the Chicago Board of Trade Building at West Jackson Street.

The LaSalle TAP will present its recommendations at an upcoming virtual public meeting.

State Street

The Chicago Loop Alliance and its affiliates have begun to develop the framework for a plan called "Elevate State," which will provide a roadmap for the future for the State Street corridor between West Ida B. Wells Drive and the Chicago River. The plan will focus on key public realm elements such as place, mobility and market.

Further details on this planning process will be made available in 2022.
