DESCRIPTION:  Department of Family and Support Services (DFSS),

[New Arrivals Shelter Operations for City-owned and/or City-leased Facilities Re-Release]

 

The Department of Family and Support Services (DFSS) Homeless Services Division seeks applications for the operation of six emergency shelters for New Arrivals who are experiencing homelessness in Chicago. DFSS seeks proposals from agencies who can operate shelters at City-owned or City-leased locations that are currently being operated as shelters. Shelter programs will provide a safe, accessible place to stay for New Arrivals experiencing homelessness to support them in moving toward stable housing. This RFP has been updated since the initial RFP #9335, “DFSS: Homelessness Services: New Arrivals Shelter Operations,” (the “Prior RFP”) was issued in August 2023. The current RFP covers sites for which DFSS either made no award under the Prior RFP, or which have been newly added to the New Arrivals shelter system since the Prior RFP was issued.

 

The term of contract(s) executed under this RFP will be from July 15, 2024 through December 31, 2024. Based on need, availability of funds and contractor performance, DFSS may extend this term up to six times with each extension not to exceed six months. Continued support will be dependent upon the Respondent’s performance and the continued availability of funding. Anticipated funding per award will be based on a bed rate of $35 per night for City-owned and City-leased facilities. DFSS intends to make up to six awards through this RFP.

A note about the City’s eProcurement System:

Current contractors need only to start an application via their existing iSupplier/eProcurement account. 

 

All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W9 for registration and confirmation of vendor business information.

A Pre-Proposal Webinar will be held on April 19, 2024 at 1pm. Attendance is not mandatory but is strongly suggested.
